The client is an iconic, large-scale destination office building located in the City of London.

Challenge

Designed as a true destination workplace, the building combines premium office space with extensive amenities and end-of-journey facilities. Sustainability was embedded from the outset, with the development targeting BREEAM ‘Excellent’ and NABERS ‘5-Star’ certifications.

In common with many newly commissioned, large commercial buildings, the client faced significant Legionella compliance and water hygiene challenges, particularly during the early stages of occupancy when usage levels were low and floor space was being released gradually.

Regulatory guidance (ACOP L8 and HSG 274 Part 2) indicates that shower outlets require close monitoring and regular flushing to prevent water stagnation and the potential growth of Legionella bacteria.

The client’s facilities management (FM) team identified several key challenges:

  • Low and inconsistent usage of showers during early occupancy increased the risk of water stagnation.
  • A requirement for weekly manual flushing of all 140 showers unless usage data could be evidenced.
  • An estimated 700+ hours per year of labour to carry out blanket manual flushing.
  • Annual water consumption in excess of 800,000 litres for flushing alone.
  • Over 50% of flushed water being hot, resulting in additional energy costs, operational carbon emissions and an annual cost estimated at £5,000+.

A blanket flushing approach was neither operationally efficient nor aligned with the building’s sustainability ambitions. The FM team required a solution that could evidence actual usage, reduce unnecessary flushing and maintain full compliance.

Solution

The FM team engaged CreevX to determine whether its L8 monitoring and smart flushing capabilities could provide a more intelligent, data-driven approach to Legionella risk management.

The CreevX Smart Water Management solution combines:

  • Discreet IoT sensors installed at showers
  • AI-enabled, cloud-based software
  • Secure data transmission via a private LoRaWAN network

The system captures water movement and temperature data every 15 minutes, providing continuous insight into two critical Legionella control parameters. This data is automatically analysed against built-in ACOP L8 rules and tolerances.

Where conditions fall outside acceptable thresholds, the platform issues alerts and identifies only those outlets requiring manual intervention. This enables targeted, evidence-based flushing, eliminating the need for blanket activity.

Following a detailed on-site survey, CreevX worked with the client to build a robust business case covering:

  • Compliance assurance
  • Labour efficiency
  • Energy savings

The approved business case demonstrated a capital payback period of under 24 months.

Installation of monitoring devices across all 140 shower enclosures was completed in under one week, with full commissioning, role-based access configuration and data capture completed within two weeks.

          When annualised, the data projects significant efficiency gains, including 72% overall flushing avoidance (79% on hot outlets), around 3.8 tonnes of CO₂ saved per year, energy savings exceeding £4,100 annually, and approximately 652,000 litres of water conserved.

          Improved business resilience Beyond Legionella compliance, the CreevX platform delivered added value by uncovering issues such as unbalanced pipework loops and localised water pressure challenges. During implementation, CreevX also rapidly introduced Two-Factor Authentication (2FA) to meet strict information security requirements, demonstrating flexibility and strong customer focus.
